Kaito Wanijima, a.k.a. "Shinjuku Crocodile," is Akito/Agito's older brother and the leader of the Windstorm G-Men.
He seems to consider his younger brother, Akito, as his tool, but at the same time fears Akito's counterpart; Agito, the "Fang
King". Even though Akito believes that his brother cares about him, he still only thinks of his brother as a tool and
disguises his selfish intentions as brotherly love. Kaito carries a bullwhip that he uses to beat Agito when he disobeys him.
Kaito also drives a massive Hummer and continually smokes cigarettes.
